The Health Professions Appeal and Review Board (HPARB) is an independent adjudicative agency that has several functions including:
- Hearing appeals from credentialing decisions of the boards of public hospitals, under the Public Hospitals Act;
- Reviewing decisions of the Inquiries, Complaints and Reports Committee of each regulatory College under the RHPA; and
- Reviewing decisions of the Registration Committee of each regulatory College under the RHPA.

HPARB hearings are formal proceedings. They are sometimes heard in writing, and sometimes by way of oral argument. Appeals of decisions of hospital boards include the introduction of evidence and witness testimony. Both the regulated health professional and the College or hospital board are responsible for presenting their own cases/positions. HPARB proceedings are subject to their own unique and specific rules of procedure
